To boost the readiness and skills of our seafarers, Department of Marine Administration is excited to launch the Digital Onboard Training Record Book (OTRB) for cadets serving as Officers in Charge of a Navigational Watch (OOW), Engineering Watch (OEW), and Electro-Technical Officers (ETO).
This digital advancement marks a major improvement in our training approach by providing a systematic and verifiable way to document and track the training progress of our seafarers. Built with cutting-edge technology, the digital OTRB logs all training activities instantly, ensuring transparency, ease of access, and adaptability to each trainee’s needs.
The digital OTRB streamlines the recording and evaluation of skills developed during the sea phase for cadets, aligning with international maritime norms to prepare our seafarers for global standards. With this digital method, we are dedicated to promoting ongoing learning and development, aiming to improve the safety, efficiency, and reliability of our maritime personnel.

The IMO's STCW Convention enhanced training requirements for deck cadets, introducing new competencies in ECDIS, leadership, teamwork, and environmental protection. It emphasizes competency-based outcomes, requiring structured, recorded seagoing service in an ISF-approved training record book. The STCW Code sets uniform standards and assessment criteria for maritime skills, ensuring cadets meet certification requirements through detailed training tasks and evaluations, overseen by onboard training officers. These officers use evaluations based on Table A-II/1 of the STCW Code. Completion of the ISF Training Record Book supports certification for navigational officers on ships over 500 gross tonnage.

It mandates structured, documented seagoing service in ISF-approved record books, emphasizing competency-based outcomes. The STCW Code outlines uniform competencies and assessment criteria for watchkeeping officers, requiring that supervising officers use evaluations based on Table A-II/1 of the STCW Code, aiming to ensure effective onboard training and reliable competency evaluations. Completion of the ISF Training Record Book supports certification, though it does not constitute an official assessment.
The Onboard Training Record Book for Electro-Technical Officers, covering the functions of Electro-Technical Officers, takes full account of the competence standards of the 2010 Manila Amendments and includes structured tasks to ensure that those undergoing training meet the certification requirements stipulated by the 2010 Manila Amendments to the STCW Convention and Code. The code entered into force on January 1, 2012. It requires that seagoing service, as part of an approved training program meeting the requirements of section A-III/6 of the STCW Code for certification as an electro-technical officer, be documented in a training record book
